Request for Proposal

Assignment of Men’s and Women’s Soccer Officials

for MAAC Home Contests & Championships

2015-2017

The Metro Atlantic Athletic Conference seeks proposals for an independent contractor to manage the selection, assignment and evaluation of soccer officials for a three year period starting January 2015 and concluding in December 2017.  Proposals may be submitted for MAAC Men’s Soccer only, MAAC Women’s Soccer only, or both MAAC Men’s and Women’s Soccer.

The MAAC sponsors NCAA Division I competition with the following 11 member institutions participating:

  • Canisius College (Buffalo, NY)
  • Fairfield University (Fairfield, CT)
  • Iona College (New Rochelle, NY)
  • Manhattan College (New York, NY)
  • Marist College (Poughkeepsie, NY)
  • Monmouth University (West Long Branch, NJ)
  • Niagara University  (Niagara Falls, NY)
  • Quinnipiac University (Hamden, CT)
  • Rider University (Lawrenceville, NJ)
  • Saint Peter’s University (Jersey City, NJ)
  • Siena College (Loudonville, NY)

Completed proposals must include a written description of the proposer’s plans to meet the duties & requirements.  Elements in the proposal should include a proposed regular season and post season fee structure, identification of vendor(s) for web-based elements, a description of the recruitment and procurement of umpires, listing of prior experience with intercollegiate soccer officiating and compensation for services rendered.

The proposer shall submit a plan to meet the following duties and requirements:

a.      Develop and maintain a list of qualified officials approved by the MAAC for assignment to all MAAC men’s and/or women’s soccer contests; all home contests of the member institutions and all post-season soccer championships of the MAAC.

b.      Recruit and evaluate and, in accordance with the requirements specified by the MAAC, assign the requisite number of officials and observers, if any, for all soccer events.

c.       Maintain a secure website for the posting of assignments, schedule, fees, reports and such other information as may be necessary in connection with the services required under this Agreement.  Proposer shall provide access to the website to all coaches, athletics directors, managers, business administrators and other authorized representatives of the MAAC and its Member Institutions. 

d.      Coordinate communication with member schools and assigned officials regarding any cancellations, postponements and rescheduling of soccer events.

e.      Solicit feedback as to the performance of assigned officials from each member institution and/or the MAAC immediately following each soccer season and soccer Event.

f.        Coordinate the evaluation of officials by the MAAC and the member institutions using a secure website that provides access to the MAAC to review all applicable evaluation data in real time.

g.      Submit and present an annual report to the MAAC regarding officiating operations. 

h.      Work with the MAAC staff to identify and, if requested, develop reports in regard to any ejection, suspension, fight, protests or other incidents occurring during Soccer Events.

i.        Perform such other tasks as may be reasonably requested by the MAAC.

j.        Actively participate in NISOA training programs and ensure proper training/education for officials assigned to MAAC contests.

k.       Attend the annual MAAC championship or designate a mutually agreed upon observer.

 

Fee structure information:

The following is the 2014 fee structure for the MAAC:

Regular Season/Post-Season

  • Referee                       $270
  • Assistant Referee        $165
  • Fourth Official*           $100

*Fourth Official is optional for regular season matches.  A Fourth Official will be assigned at all MAAC Championship matches.

Travel:

  • IRS mileage (round trip)
  • Tolls – actual cost reimbursed
  • Per Diem**                 $75
  • Total travel and per diem expenses for Assistant Referees is not to exceed $75 per contest.

** Per Diem only applies when travel exceeds 200 miles (round-trip).  No Per Diem will be paid to observers.

Metro Atlantic Athletic Conference, Northeast Conference and Patriot League

2015-2017

The America East Conference, Big East Conference, Ivy League, Metro Atlantic Athletic Conference, Northeast Conference, and Patriot League request proposals for an independent contractor to manage the selection, assignment and evaluation of baseball umpires for a three season term starting November 2014 and concluding in June of 2017. 

Each conference sponsors a Division I baseball conference with the following institutions participating:

America East Conference

·         University at Albany – (Albany, NY)

·         Binghamton University – (Binghamton, NY)

·         University of Hartford – (West Hartford, CT)

·         University of Maine - (Orono, ME)

·         University of Maryland, Baltimore County – (Baltimore, MD)

·         University of Massachusetts Lowell – (Lowell, MA)

·         Stony Brook University - (Stony Brook, NY)

 

Regular Season Format:
All teams are scheduled to play 24 games (eight, 3‐game weekend series).  Each series consists of a Saturday doubleheader (nine innings then seven innings) then single game Sunday (nine inning game).  First three (3) weekends each team will get one (1) bye; remaining seven (7) weeks, one (1) team will have a bye each week (each team will have a total of 2 byes ).


Post Season Format:
The championship format shall reflect the current four-team NCAA regional bracket (three day/double elimination tournament, Thursday-2 games/Friday-2 games/Saturday-2 games (Sunday-if necessary game)). The annual championship shall consist of a four-team double elimination format.  Four umpires are assigned to each game.  A total of six umpires are assigned to the championship round(s).

 

Big East Conference

·         Butler University – (Indianapolis, IN)

·         Creighton University – (Omaha, NE)

·         Georgetown University – (Washington, DC)

·         Seton Hall – (South Orange, NJ)

·         St. John’s University – (Queens, NY)

·         Villanova University – (Villanova, PA)

Regular Season Format:
Single round robin with each team playing a total of 18 games.  Each series consists of three separate single nine inning games. 

Post Season Format:
Current format is a modified four-team double elimination tournament. Four umpires work games 1-5 and six umpires are assigned to game 6.  Consideration is being given to a six-team championship.

Ivy League

Regular Season Format:
Two divisions, two-game series (one-seven inning game & one-nine inning game) versus non-division and four-game series versus division (two seven-inning games & two nine-inning games)

Post Season Format:
Two teams, Saturday - two nine-inning games and Sunday - one nine-inning game, if necessary.  Four umpires are assigned to each championship game.

 

Metro Atlantic Athletic Conference

Post Season Format:

Six-team format to be determined.  In 2014, the tournament was a five day single site double elimination format that called for six umpires assigned for the duration of the tournament.  Four umpires work games 1-9 and six umpires were assigned to game 10 and 11. 

Northeast Conference

Each weekend consists of a four game series with a nine inning game on Friday, two seven inning games on Saturday and one nine inning game on Sunday.

Post Season Format:
The championship format shall reflect the current four-team NCAA regional bracket (three day/double elimination tournament, Thursday-2 games/Friday-2 games/Saturday-2 games (Sunday-if necessary game)). The annual championship shall consist of a four-team double elimination format.  Six umpires are assigned for the duration of the event with four umpires slated to work games 1-5 and six umpires assigned to games 6 and 7 (if necessary).

Regular Season Format:
Each team plays five four-game series each weekend.  Series are played as two doubleheaders on Saturdays and Sundays with a seven inning game followed by a nine inning game.

Post Season Format:
Four team tournament played over two weekends with best of three series. Two games are scheduled for Saturday and if necessary a third game is played on Sunday.  Four umpires are assigned to each game.

The above conferences will conduct the interview process jointly; however each conference will select its own assignor.  The same assignor can be selected by some or all of the conferences. Proposers should note if they are interested in assigning multiple conferences or just a single conference.

The proposer shall submit a plan to meet the following duties and requirements:

a.       Develop and maintain a list of qualified officials approved by each league for assignment to all league baseball contests; all home contests of the member institutions and all post-season baseball championships of the conference.

b.      A detailed description addressing the recruitment and evaluation of officials and, in accordance with the requirements specified by each league, the assignment of the requisite number of umpires and observers, if any, for all baseball events.  The description must include the process and timing by which postseason championship events are assigned. 

c.       Create and manage the process of identifying potential new officials through clinics, tryouts and off season events.

d.      Execute annual contracts with active officials as may be required by the conference. 

e.       Propose the game fee structure for regular season and post season tournaments for each conference.  The fee structure must be approved by the conference.

f.       Agree to maintain a secure website through ArbiterSports or other service as determined by the Conference for the posting of assignments, schedule, fees, reports and such other information as may be necessary in connection with the services required under this Agreement.   Proposer shall work with each league to provide access to the website to all coaches, athletics directors, managers, business administrators and other authorized representatives of each league and its member institutions.    

g.       Develop an annual budget outlining all expenditures related to the assignment (i.e. per school fees, ArbiterSports fee, travel to meetings, clinics, per diem, assignment of observers, etc.)

h.      Coordinate communication with member schools and assigned umpires regarding any cancellations, postponements and rescheduling of baseball events.

i.        Solicit feedback as to the performance of assigned officials from each member institution and/ or the league(s) including a game-by-game evaluation tool for participating schools and a post season general evaluation tool for each conference.

j.        Coordinate the evaluation of officials by each league and its member institutions using a secure website that provides access to the conference office to review all applicable evaluation data in real time.  The conference shall have final authority on use of any vendor to host the secure website.

k.      Submit and present on an annual report to each respective league regarding officiating operations. 

l.        Conduct in-person meetings or conference with each league’s head coaches as requested by each conference. A minimum of two annual meetings or conference calls shall take place. 

m.    Work with the each conference office staff to identify and, if requested, develop reports in regard to any ejection, suspension, fight, protests or other incidents occurring during Baseball Events.

n.      Perform such other tasks as may be reasonably requested by the conference office.

o.      Actively participate in the NCAA Umpire Improvement Program conference calls, meetings and other activities.

p.      Work with NCAA National and Regional Coordinators of Umpires as requested.

q.      Attend the annual conference championship or designate a mutually agreed upon observer.

r.        Submit at least three profession references including name, title and phone number(s).

Issuance of RFP

This RFP is neither a contract nor an offer to contract.  Its issuance does not compel any league to enter into any agreement.  Each league reserves the right to enter into an agreement for all or some of the duties and requirements listed above.  Each league may elect to waive any technicalities or irregularities in any proposal that do not materially affect the integrity or effectiveness of the RFP process.
